17.03.2013 CEC adopts and publishes methodology for calculation of election results
ACTION: CEC adopts and publishes in State Gazette a methodology for calculation of the election results.
RISKS:The methodology could be biased towards either of the two types of participants – the large or small parties and coalitions.
PERFORMANCE ASSESSMENT: The methodology for calculation of the election results is adopted. The CEC decision is published on 15.03.2013 (Friday) in 23:16 and therefore public discussion of the methodology had not been possible. The methodology has several new features in comparison with the one used in 2009. By and large, the adopted methodology is deemed politically impartial, but also has the potential to “sharpen” the competition in electoral constituencies.
